or is it easy for the other parts of the globe to combat the issue fully?
I think if you, the world want and expect to solve the issue totally, the world must form an ally or a coalition to combat the issue. That is the first thing the world must do. No local country can solve such issues alone, that is the truth , without help of the leaders and relevant public and private bodies of the world.
Reasons, those things do not fall from sky as you all very well know. There is a particular or a certain way that how those things come to this part of the world. who really manufacture them, you need to find out, if you really do not aware of such groups.
i am certain that we do not manufacture illegal drugs; heroine, cocaine etc. locally. Then who sends those things to this part of the world or who supply them? if anyone sending any goods through any legal paths, the sender must name a receiver. why cannot you capture them through the receiver's names. i can guess that they do not use the real names.
unless you find out such areas individuals manufacture internatinally, no country will be able to solve the issue. no world organization can be solved related health hazards permanently or in a more sustainable manner.
unlike in the past, the PD of Sri Lanka captured many individuals either with drugs or when selling or transporting drugs from place to place, recently, i heard through news.
The Dubai authority has arrested some individuals and imprisoned them in their city, under their custody.
According to the relevant local authorities they have captured and arrested them as a result of long months of investigations carried out by PD of Sri Lanka and efforts taken. Anyhow what i believe is that you are not really punishing them but you are helping them instead when you imprison a person who involved in such activities. Then they at least get a slight chance to stay away from such activities, solve health hazards i guess because of the clinical consultation, rehabilitation programes implemented or established to help such individuals.
as i explained earlier the world should sit together to solve this issue. Apart from them every government of every part of the world should not keep any space or reasons, chance for the youngsters to either use them or purchase them. every government should delete such environment which encourage them to take drugs or most importantly to sell them inland or outland or anywhere of the world.
According to what the world has understood, it is a very good way to earn big money or easy money. there is a more tendency that those who are with job related issues involve in such activities than a person with a good income that helps them to cater their day to day needs, requirements.
And i strongly believe that unemployment encourage youngsters to earn money through illegal methods. without really abolishing or aborting such environments no person will be able to stay away from dangerous drugs.
Those who thinking of earning a comfort life like a very , very few others, or think of earning an extra sources of income to cater their big dreams such as big dowry for daughters, luxury vehicles. an overseas education opportunity for their children etc. may fall into the groups who sell them in small quantities or in big quantities.
In this society where resources and opportunities are not divisioned , distributed fairly the drug related issues cannot be solved easily. in this world where you find more selfish creatures think of owning every chance and opportunity help and encourage youngsters to not only use drugs but also to sell them. you must first arrest those basters who normalize , traditionalize such cultures in the society.
The individuals with socio-economic issues are the target groups i guess of the suppliers. those who suffer from various psycho social issues are the other groups i can think of. young ones from broken families, low level of education, cornered children or youngsters i guess are the other ones who become target of sellers.
So it is every government's responsibility to not to give any citizen a chance to enjoy any socio financial related burdens matters. justify, minimize cost of living, solve related matters and issues. That is the other way to solve such issues in any society, preaches and speeches alone won't help or sufficient at all.
