Legal Arrack and illegal arrack.

I do not think that i can find even any little chap or a lad that doesn't know the difference between the legal alcohol and illegal alcohol. 

They know the places where the elders sell legal alcohol because they sometimes go to school passing such places. i do not know how many of them though along a street, in an urban or semi-urban segments they live. 

In a city, big or small, you can find at least a couple or very more than that number of shops, sells alcohol. recently i noticed that they even showcase the price lists of those brands they import. For a person like me, can live a week from the money that a single person spends to buy a half a bottle of some of those brands  that they import. 

Recently about twelve men died because of the illegal arrack they consumed, after hospitalizing. In the past toddy was the only alcohol that the ceylonies knew. since 1505 and Now they know many names and types that the entrepreneurs . businessmen in the Asia or in the other continents produce. 

The prices of those drinks, needless to say no lower than the prices of illegal drugs, i assume.   

i think illegal arrack is the beverage of the poor. 

Those who cannot afford to pay for the Rum and Vine or Whiskey, they pick the option of consuming illegal arrack. 

Do you think that they consume those type without knowing the consequences of taking illegal arrack. 

Even though the world know that consuming alcohol harms a person's inner organs and harms their social and cultural life, improves disharmony within families and societies, the authorities give licence to manufacture such beverages/drinks and and to sell those, import or to export.

In almost every community and country, there are departments established to deal with arrack business communities ; distillery private limited for instance. 

And i do not know how much a state/government allocates to provide treatment for those who become ill (legally or illegally) due to consuming alcohol. How much money they earn annually from the taxes they pay. 

If a state/government think of implementing they probably can save the money they spend to implant organs. they will not have to pay / issue / donate money for the affected to implant kidneys.

What if you think of introducing a rule, example; to limit the number of bottles that a single person can purchase per month?

I know that it is not easy. why we select governments? to solve the complex issues that we, the citizens cannot solve single handedly. 
Because the governments are the decision makers. 

If the governments decided to follow such mechanism we know what will happen. The entrepreneur/s will have to find another sources of living. And the good governments cannot earn much money or taxes by either issuing licences for the shop openers and or taxes from the sellers, shop-men. 

And the shop-men will have to have to find another job to cater their financial needs. 

Almost every government now and then, issued licence for those who supported them in their political campaigns. No one can say NO.

For sure, the government who take decisions to ban selling legal or illegal arrack in any community-human, probably won't get any votes. But i assume that they might get the votes of the females who suffer due to alcohol habits of their husbands. 

The governments must decide whether they need votes of the consumers of the wives and their children or of the sellers and the importers. 

What are the ways that the various brands that are there to be sold in the shops in towns or in villages, gets the label of 'legal'?

Those manufactures are manufacturing arrack after registering their companies within local legal frameworks. 

The importers import or exporters of arrack/alcohol have the licence to either import or to export alcohol. And most importantly they are tax payers.

But i do not know whether the relevant authorities check or test  the samples of the legal alcohol containers or bottles exhibited in the shops before allowing the relevant individuals to sell them. 

What assurance you have to say that the alcohol containers or comes under certain brands (world know) contains the true product. 

I assume Any person  who has the legal licence to sell alcohol can refill the bottle using illegal arrack and sell them to their ordinary customers, especially for those who do not know the taste or the brand that well. But i do not know whether the authorities have tested or checked such things or have found any evidences or proofs.

The state/ government authorities can think of the margin of harmfulness of consuming legal arrack and illegal arrack and dangerous drugs before deciding what to do next time, for instance introducing new acts or set of rules in the future.
